Does anyone know if this is a whole tuning set or just one tuner?

I'm curious... I would like the hipshot D-tuner, but unless it's a whole tuning head set, I don't have the money for it... anyone have any idea?

Nope, single D-tuner. That's the typical price for them.

Bass tuners are rarely sold in sets.

Well that sucks... haha. Now I need to find a set of tuner that fits a japanese fender...
