I want to be able to play a standard 5 string with low b and be able to drop to a low a. Is there a tuner that can do this?

Why wouldn't a conventional Hipshot drop tuner work?

Suggestion - select a string gauge that's appropriate for A#. Better slightly off each way than way out one way.
