I'm sure that there's a thread already here that covers this so if so send me a link and I'll close, I just don't have the stamina to search right now.

Anyway, I've got a 1973 Precision Bass neck that needs tuners/ferrules/screws. What brands will fit exactly? Will MIM, MIA, or Squire work? Cheaper the better for me (as long as usable quality), but if someone has some original 70's or knows where to find them at a decent price then hit me up.

I replaced the tuners in my '74 Jazz with direct-replacement Schallers (these ones). The old tuners were extremely stiff, and due to their riveted design, there wasn't anything that I could do about it. The Schallers have a more modern design whereby the drive gear is held in by a spring plate, rather than being riveted in, and they work great.

Yeah, someone has a set of these (minus screws) for $45 in the FS Accessories. Was thinking of going for them, but where would I get the screws?

They should be easy enough to come by, given that they're a common size. Maybe talk to your local music shop?
