Turn the tuning knobs? Not exactly sure what you're asking.

Are you saying you've never tuned your bass? Permanently change? Factory tuning? Please explain.

Ibanez has several signature basses that are factory tuned to drop C. This means that they're supposed to be tuned to drop C.
is there a way to change the factory tuning from drop C to standard tuning?

I think thats what I'm trying to ask.

Well, tuning to a different scale is easy enough. There's nothing permanent about it being in drop C. Just tune it up to E or whatever you prefer. I've recently taken mine down to D standard. The factory setup was for E standard. But a setup is easy enough to do.

With that being said, the extra string tension from being tuned higher will probably require a slight truss rod tightening to keep the neck straight. The strings may also be too thick for the feel and sound you want when tuned to, say, EADG. So lighter strings, possibly. And then you'll want to adjust the action and reset the instruments intonation.

My advice: Take it to a local shop, grab some new strings, and ask for a good setup. I'm guessing it'll cost like $50 or so.

Tune it up and set it up or have it set up. Finis.

Sure - get a new set of strings and learn all about setups. It's really pretty easy.

New strings sounds like the only real solution.

And your truss rod will need to be adjusted. Unless you like your strings an inch off the fretboard. Read the setup stickies and learn how to do this. But heed all warnings and cautions in said tutorials.

Factory tuning

I heard the Gibson factory is tuned to G, but surprisingly, the Fender factory has been tuned to C since Leo sold it.

No - turning the tuners until you achieve a different tuning is the solution. That is all that's required. It may take you 90 seconds or so.

And your bass has no "trust" rod. It has a truss rod which may or may not require any adjustment...but that will reveal itself after you have changed the tuning.

Change the tuning as desired, see how the bass responds, then do a setup (see the stickies in the Hardware forum) if required.

I told you it's the spellcheck on my dumbphone. I know it's truss. Lol.
