Is there an allen wrench out there that is small enough after the bend so that its not necessary to remove the pickguard on an american standard jazz bass to access the truss rod

You need an allen wrench with a ball at the end. Look the end of the Fender Truss Rod Tool.

Fender 3/16" T-Shaped Truss Rod Tool: Shop Accessories & Other Musical Instruments | Musician's Friend

The ball end allows you to get the wrench in the little cut-out on the American pickguards.

There are allen wrenches out there that have the same ball end.
