Fender Micro tilt adjustment

Ok just bought a pair of 2006 Fender P and a Jazz Highway One basses. The P might need a neck shim. The problem is that I have the neck relief adjusted to fender specs, and I have all the strings bottomend out at the saddle and still the string height is too high. I hear that some fenders have a micro tilt adjustment how can I tell? How do I adjust?

Micro-tilt has 3 screws holding on the neck, rather than the typical 4. It also has a hole where a small allen wrench goes.
