fender paint deterioration

My 1981 precision that was once a lovely lake placid blue has now become a light green.The finish on the back of the body became so soft it often was partially stuck to the felt in the case.I assume lengthy periods in the case may be the cause.I welcome any suggestions other than re-painting to restore the finish.

That's strange about the finish softening. Usually it's hard as a rock and impervious to everything. The factory finish is not nitro lacquer.

Colours do change hue over time with exposure to light and oxygen.

Has that bass perhaps been refinished using some oil based paint? That would account partly for blue changing to green and softening in the case if it wasn't the right stuff.
