File for deepening bridge saddles

I picked up a fretless Ibanez RD707- I've adjusted the neck to where I normally like it (just a hint of relief), but have run into a snag trying to lower the action to a playable level.

ALL of the bridge saddles are bottomed out, but the action is still way too high- I honestly can't see how this thing has been playable as a fretless for anybody before me. Am I right in assuming I should file deeper grooves in the bridge saddles to lower the action, and if so, can somebody recommend the proper tool? I've looked at Stewmac, but the only thing I see that will probably work is a needle file(?)

I've only owned neck thru basses prior to this- wouldn't know where to start if a neck shim were needed... if there is an easier solution for dropping the action to a playable level I'd appreciate any advice. BTW: neck is firmly seated and not heading in any crazy directions- truss rod adjustments work fine for dialing in some relief.

I'd shim it a little before I' file the saddles.
Try a piece of the mesh type drywall sandpaper for a shim. It is rough on both sides and will keep the neck from shifting.
Cut a square that covers half of the neck pocket and place it in the bridge side of the pocket.
It doesn't take much of a shim to make a difference.
Try this first--easy enough to take it out if it doesn't work for you.

Thanks John- I'll give that a try, I have some sitting down in the garage. I'll have a go at it tomorrow after work and will report back if it hasn't sorted the issue out.
