floppy ringing sound when i hit my open A string only on MIM Fender Jazz

Add more wraps around the tuner maybe. The A string on a Fender headstock is notorious for not having a sharp enough break at the nut.

Does it kinda sound like its fading in and out, or like a mild phaser effect?

Its going to be hard to believe, but my Yamaha does that if I put the strings on wrong and get a twist or two on the string. It always goes away on any note above the 2nd fret, and is reduced greatly on the 1st.

Could very well be fixed as James Hart suggests, as restringing is the way I fix it and I don't always get the same number of wraps. (the BBN5 has a similar break at the nut to Fender).

make sure you're wrapping your strings at a downward angle. I had that problem, then realized that was it.
