| Fret Buzz at 5 and lower (9 & 13 as well)

Oye,
I've had my action very low for quite some time. In my book, it's perfect. I've got buzz at the 5th fret and lower. Also, the 9th fret. The 13th buzzes quite terribly, specifically on the A string.
I'm not using the world's best bass, but it's been very good to me. I'd like to know what you recommend for a fix? A fret level job, perhaps? I've thought about having to get some sanded down, but wouldn't that just make it buzz up a fret higher?
