 Fret help?

My bass is a Tobais killer B, and the action on the strings is regular, and i have no clue about the frets, but hammering on and pulling off is difficult to get a clean sound. Are my strings possibly too low? Or my frets too high?
I really have nothing to go on on this one, so help is appreciated. |
