Can lines be put on a fretless that doesn't have lines?

Yes. If you just want the lines to learn, you can use pin striping tape. It will wear off fairly quickly, but you can replace it, or maybe by then you won't need them.

A permanent option is to slot the fingerboard similar to the way that you would if fretting it. Then, inlay the slots with a contrasting hardwood or similar material, like phenolic.

Once the fingerboard is resurfaced, you have a nicely lined fretless. I recently saw a fretless that was an ebony board lined with pernambucco that looked awesome.

It's not an impossible, do-it-yourself job. The trickiest part would be rigging a jig to make sure the lines all stay parallel and making sure you get them in the right place.

Agreed, luckily the helpful folks at StewMac came up with this http://www.stewmac.com/shop/Fretting...Miter_Box.html
Not cheap, but the right tool for the job.
