fretline sprout

I have a bass with a bad case of fretline sprout. It has an ebony board which may be the culprit, although it has been stabilized (Gallery Hardwoods), the fretlines are presumably maple.
I had a local luthier plane and oil the fingerboard a while back, only to have the fretlines sprout again after only two weeks!

Two questions about this:

- Could oiling the fingerboard have accelerated the sprouting?
- Can I attempt to sand the fingerboard with a flat sanding block and some care, or will a block with the proper radius be necessary?

Your help is much appreciated.
