Grovers

I'm having a bass built and I got a call from the luthier today.

He's having a tough time fitting the Tuner Machine Ferruls in the headstock.

Is this common on replacement necks or is this a Grover thing?

It seems the holes are a a bit small.

Depends. Are the headstock holes drilled for a 3/8" or 1/2" string post? I'm not that familar with Grovers. How much of a size difference are we looking at? Is this something that can be remedied with a little sanding or do the holes need to be enlarged with a rasp or drill? Keep in mind that a larger-than-intended string post will alter the string pull angle(s) through the nut slots. Personally, if the Grovers require significant modification of the headstock, I'd pass and go with a comparable properly sized Hipshot product.
