A few years of playing is one way - the grease/sweat from your hands will wear it down over time and make it smooth. My second bass was like that, it was very rough and felt as though someone got lazy when they were finishing it. After about two years or so it wore into a smooth shiny gloss like finish. There's probably a way to do it too via some type of wood finishing stuff but I don't have a clue as to what type of stuff you'd use to do that.

David.

Very light steel wool can smooth it down, but will also make it less glossy. Try a luthier if you want both smooth and glossy.
