Looks like someone converted it from a three bolt microtilt neck to a four bolt fixed neck.

Yeah someone changed it from three bolt to four, and I am putting another 4 bolt neck on it. So does that mean not to worry about that micro-tilt thing, or do I still do something with it??

Just bolt the four hole neck on and check your action(neck angle). You should be good to go.

Since no one has answered you on what it does I thought Id explain it to you. Its called a Micro Tilt neck adjustment. They came on J-basses between 75 and 81. There is a set screw in the neck cavity screwed to the underside of the neck heel. (what you pointed to in the picture) Turning the screw with an allen wrench will allow you to raise or lower the string height and neck angle.
