high action

hey so i got a new bass, when i got it the action was low and nice but the strings were a little floppy. so i put some heavier gauge labellas on it,i followed the GW setup site guide, but the action is still high and the fact that the tension is high makes it a little harde to play and one more question, do the saddles on the bridge have anything to do with the action?

and an offforum quesiton toowhen i put on the strings they felt a little sticky so i took some paper and ran over a few strings and saw some gray/silvery stuff on the paper, what is it?
