This. If anything, I would back off the trussrod so it doesn't put the neck under so much stress in the meantime. If the neck isn't bowed, it might just need a shim. The neck may need to be heated/steamed straight before the trussrod will make the proper adjustments possible. Also, the trussrod nut might be bottomed out and need a few washers so a few more turns can be made. Without inspecting the bass in person, it could be a number of things.
