Hipshot Ultralite question

Looking at the bass head from the back, re: the Phillips-head screw in the center of the gear wheel that holds the gear wheel in,

how tight should this screw be?

Tight enough to hold the gear on. It doesn't do anything else.

Use only a finger and thumb on the screwdriver and tighten it up with medium pressure. Using only two digits will ensure its tight but not so much that it may bind and not turn smoothly. Regular maintenance a couple times a year, more if needed.

I also sent a query to Hipshot and Bill Woolery was kind enough to reply:

"The screw should snugged completely down, and we usually use a little Loctite to keep it from backing out."
