How do I repair the Finish of my bass?

The very top layer of my finish is slowly coming chipping off my bass. I would compare it to taking the tint off a window or paint chipping away at the bottom of the boat. There is no damage to the actual guitar itself, the wood underneath looks in perfect condition. Is their a way to re paint it or do something about it?
