That guy sure said the word "guess" a few too many times in context to knowing when the neck is in proper form.
Oh and I could be way off base here but shouldn't the neck be adjusted with all of the strings tuned to pitch?

| | Registered User | | Join Date: May 2007 Location: Nashville | | | Actually, if tightening, it's "easier on the neck" to have the strings loosened a bit, or to put some back pressure on the neck to help the truss rod tighten.
Often/Most of the time it's fine... but it helps, and people like to fret and worry about the necks of their instruments. :-) |

Here's a Youtube vid of the Lakland head tech Carl Pedigo doing it at pitch. I think I would go with his advice so you can actually determine what is happening with each adjustment. Carl doesn't say "I guess" in his vids, he knows. He also doesn't adjust a bass sitting on the floor, leaning against a couch.
If you want instruction, try typing a brand name of a bass in your Youtube search, lots of companies have vids of qualified persons adjusting instruments.

Opinions may differ, but I have followed Carruthers step by step on my basses and they sure play well now! Some needed a bit more adjustment than others, but even a little adjustment here and there made positive difference.
