ibanez edb 500 fret buzz

hi all,
i have just bought an ibanez edb 500 4 string bass, it is a lovely guitar but the action is veyy low and the saddles are almost at their limit for height, the problem is the 1st and 2nd frets are buzzing quite badly. i think it is a truss rod adjustment job, anyone got any advice or ideas?
