Intonation problem

Hey I have a question about how to change intonation. Now I know you're supposed to turn the screws at the bottom of the bass and this lengtens and shortens the string. But for me the screw just seems to come out or go more forward without actaully moving the saddle. I have good intonation at the 12th but it is slightly flat at the 24th so I want to adjust it. Is the screw to small for the bass and this is why it's not moving the saddle?

and push the saddle where you want it to go.

Right, it won't move sharp under string tension- the tiny spring won't do it. But it will move in the flat direction(tighten screw). Still best to loosen the string first in any case.
