Kahler tension problems...

So I just finished my new bass, a semi hollow 4 string with a Kahler trem on it.

I got it all tuned up and I can barley put the bar on the bass, and if I do have it on there isn't enough tension on the cam to be able to get any trem action out of the bridge. I know there is a tension screw but it seems that no matter how much I turn it isn't really helping. I am doing something wrong, or am I just screwed.
