Are Lakland 5501 frets too small??

I have a 5501 thats is only 12 months old and my techy (extremely experienced) says I need a fret dress. I looked at the frets and the fret board and found that the B string touches the fretboard on the 4th fret, leaving the marks in it (I use round wound strings). Has anyone had this problem? I am seriously thinking of getting a re-fret and having med-jumbos or jumbos put in it. Any opinions?
