Loose tuner nuts?

I just changed strings on my bass, noticed this on the last 3 strings, didn't go back and check the first 2, assuming they may be loose also. The large nut on the front of the headstock that holds the tuning keys on the bass was pretty loose, not even finger tight. I could wiggle the tuning keys around easily. Is that normal? I snugged them up to around finger just in case, thought I'd check. Never noticed that before, I'm doubtful that they should be cranked down, but don't think they should be that loose either.

Just so there's no confusion, these are the nuts I'm talking about...

You tightened them, problem solved.

However, when confronted with that situation, I use a socket and tighten them a bit more than fingertight.

Yeah, don't use a ratchet on them, but they need to be more than finger tight.
