Wow, semantics aside, I didn't think it was that difficult of a question.
To the best of my knowledge, the measurement (i.e. 11/16") is for the diameter of the headstock opening. That said, if your instrument doesn't fit the standard specs noted in most manufacturer's product lines (i.e.
http://store.hipshotproducts.com/car...ct_detail&p=93), it's probably worth a follow-up call or email to ensure that the length of the post (generally either 3/8" or 1/2") is a good match with the depth/thickness of your headstock. For that matter, probably worthwhile ensuring that the mounting holes on the back of the headstock match as well. Here's a spec sheet, again referencing Hipshot, if it's of any help:
