| No, you are not missing something. The problem is in the mechanism that supports the pickups.
In years gone by, there was a spring under the pickup that pushed it up. The screw held it down. Now (and for a long time) there is rubber foam under the pickup that pushes it up. Problem is that the foam develops a "memory" for where it has been for the last while and doesn't immediately respond by expanding when it's no longer being squashed. Sometimes it never re-expands.
First course of action is to loosen the screws quite a bit and put the bass aside for a time (minutes/hours/a day) until the foam expands, then readjust the screws. Or replace the foam with newer un-compressed foam. Try the first option, and resort to the second if necessary.
