| Have you already adjusted the truss rod?
If the strings are too high at the nut, you can remove the nut and take some material off the bottom with a flat file or sandpaper. Just take a little off and check your work as you go; if you go too far you'll have the strings too low and they'll buzz.
Then you can adjust the truss rod and the bridge to the get action you want.
One sheet of sandpaper and some glue to put the nut back in. Is that "minimum cost" enough for you?
