the neck is really dry and is about to get cracks(or a least a think that the the those holes are called) nad the pick ups are rusty and orange

does anyone know if there is any hope left for my bass(my old friend)?

If the pickups just have surface rusting it will not hurt the functionality. Just use some WD-40 and then wipe it down with a cloth.

For the neck woods more than likely I would apply some lemon oil to it, a little at a time, several times a week. But I don't know what your bass is made of or the condition. I guess just to be safe, apply a little the first time and monitor it before applying more.

You can probably get it back in shape with a little bit of care. Clean it all up, get the rust off the pickups, use some spray cleaner on the pots, clean the fingerboard with naptha or Varsol, give it a coat of mineral oil, let it soak in then wipe off and put on a set of good strings and do a set up and you'd be surprised how nice it'll be.
