Is my neck no good? truss clicking...

Hello. if this is in the wrong area, i apologize.

Heres the situation.

Bought a bass online from a store (Fender MIM P), they said their tech went through it and made sure it was good.
So I get the bass, action is too high, i can adjust the bridge fine, but it needed a neck adjustment.
I am adjusting the neck properly (and either way you turn it, there is a clicking noise that happens (not just once, like there are multiple clicks in a 1/4 turn) and the neck seems to be minorly adjusting, not as much as my other Fender basses do.

Does this mean i have a bad neck? Id really like to keep it, bad neck or not, but if so should i ask for some sort of refund?

What would you do?

forgot to mention, i cant play my E or A strings w/low action w/o a lot of buzzing. it has to be much higher than i like and theres still a little buzzing around the first couple of frets.

*i like action as low as i can go w/o a lot of buzzing, if its very minor its okay*

ps. tried using the search function for variations of "clicking truss rod" and nothing suited what i had.

hard to know without seeing it, but:

-is your truss rod wrench spinning/clicking in where you insert it? Fender uses a 3/16" wrench; a metric wrench that works on an Ibanez, etc. might be a near fit but actually useless.

-threaded end of the rod (in the neck heel) may be stripped or the nut in the heel may be spinning? Seems unlikely, but....

-i can insert the wrench, but when i rotate it, i hear the clicking more from the truss rod than where it is inserted (if that makes sense)
-Its a MIM so it adjusts at the neck, not the heel, doesnt seem like its stripped. i can maybe see if thats the case tomorrow

im free tuesday, so i may try to find a local tech (im new to this area) to see if they can give me any advice. itd suck to get another neck, cause i dunno what id get! ahah

Good luck, 182; a good repairman will have an easier time here than me! Knowing that your bass adjusted at the headstock, I was referring to the nut that the rod passes through in the "other" end, at the heel of the neck.
