Neck pocket/heel. Which is not to spec?

I know there are a bunch of threads on this already, but I couldn't quite find out what I'm looking for. I just picked up an early 90's Squier (MIM not laminate) p-bass body and a badgeless replacement neck. Same old story, heel is too big for pocket. Now here's my question. How do I tell which one is off? I'm planning on getting a warmoth neck built (Wenge/Ebony) but in the mean time I'd like to go ahead and get this up and running to see if I really like the p-neck better than the j-neck. I don't want to sand down the body if neck is too big, but I also don't want to unnecessarily ruin a perfectly good neck if the body is too small. The neck is at most 1mm too big on each side, but probably .5mm. Also if the solution is to sand the neck, do you sand the whole neck heel, or just the parts that fit into the pocket.

You might want to compare both neck and body to these specs.

Thanks. Not sure why I didn't think to check Warmoth specs. I'm assuming since they're a fender licensed manufacturer, they're the 'official' fender specs... although if I'm getting a warmoth neck, doesn't really matter. Thanks for the info!
