| Neck Relief Question

I've been reading the setup guides at the top of the page and have been trying to get the correct amount of relief in the neck (about the width of a credit card below the 12th fret; flat above the 12th fret). After tightening the trussrod over a few days, I am seeming the same amount of relief above the 12th fret as below. Does anyone know why this would be happening; i.e. trussrod too tight or still too loose? Thanks!
