neck slightly twisted?

I have a CIJ 62 Jazz. I have been fooling with the setup in a effort to get the action as low as possible without any rattles. I have the relief set so there is a slight amount on the low strings and now notice that even though there is some relief on the low stings the D string is almost touching the frets and the G string is right on them. Does this mean I have a twisted neck? If so is there any way to straighen this out?

do you have the height of each string on the bridge saddle set the same?

well no I don't but I not real sure what that has to do with the relief. To judge the relief I am holding the string down at the first fret and at the fret where the neck joins the body then looking in the area around the 10 to 12 fret to see the relief so the bridge height is out of the picture unless I am missing something?
