When it's not right. If the action is too high for you or you're getting buzzing then you need a setup. Otherwise you're fine.

Exclamation i mean

i mean my bass seems hard to play because of th highness of strings from freatboard and volume is desiqual in every string

It needs to be properly set up. A good bass tech can do it for you. Buy a new set of good strings to instal at the same time. Once set up properly you'll be amazed at how much better it'll be to play.
