New bass, horrible buzz

So I got this new bass from ebay for a cheap price.
7 stringer.
But thing is on the A and D string the 8th fret buzzes, on the D it just kills the whole note. It's horrible!

So what can I do?

Rest of the bass is horribly awesome so no foul there

Did you ajust neck relief/string height ?

I did, yet it remains

Might need to have the frets leveled.

Should get this done by a luthier I suppose?
You got an estimate of how long I'll lose my instrument if I have it done?
