new bass tuning peg problems

Hello there this is my first post but I have a weird siuation happening with my new bass. I picked up a brand new Fender Fretless Standard Jazz Bass and I noticed that the bushings on the top of the tuning peg was pulling out. Why would this happen. I even took the bass back to GC and traded it out with another brand new bass. Got the bass home...opened up the factory sealed package and the bushings were coming out. I detuned the the strings...pushed the bushings back in and tuned back up. To my surprise...the bushings were coming out again. I am lost. Should I contact Fender about this? I personally think that the holes in the head stock are over bored. Has anyone seen this problem before?

I've seen those types of bushings being a little loose in their holes - probably a tiny spot of glue on 'em before pushing them back in will cure your problem - although feel free to contact Fender if you don't want to go that route... They *shouldn't* be working loose, but let me put it this way: if I had a bass that I liked the way it played and sounded - I'd glue in those bushings before I'd take back the bass...

Here is a picture. This is the only way I feel I could show this problem to you guys. I tried alot of other angles with no sucess.

So that is the tag that was on the bass. I stuck it under the bushing to show that is is lifting. Right now that fits snug. It should lift more. Which sucks...
On the plus side...I feel this bass does sound better, and right out of the box, it is very close to where I feel I would like it set up right now. So I've got that going for me.
