so it will hold a tune but strings are high. I guess I will look for a new(used) neck. I can use the old neck but I will have to get some arrows.LOL

I find it difficult to match your replies with the questions brought up. As far as I see it, you say the TR still works, why should you need to buy a new neck?

The neck needs to have a little bow in it. Have you done what I suggested above to gauge how much bow is in the neck?

Learn to setup a bass.
Sounds like you have the perfect teaching tool already.
A bass with a jacked setup.

Now just do a little reading and experimenting:

jimi86, before springing for that new neck, I'd really recommend getting a professional setup. Gonna be MUCH cheaper to the the original one working correctly.

Even Guitar Center can do a setup (usually).

Welcome to the forum and glad you are back safe. I was a Military Police Officer in the Army I want to thank you for your service. I wish I had a spare neck for you but I would be willing to help pay for a new neck if you have Paypal I could send some money.

Not familiar, probably not. Generally speaking, Rogue are more of an introduction to music. However, it should more than suffice for a kid's first amp. Has an EQ and headphone output. Make sure he has a decent set of headphones. Your ears will be thankful. Reviews seem to be leaning toward not pushing the amp really hard.
