I read the setup sticky in this forum, so I lowered my strings until they started buzzing. But they don't buzz, when I play a note above, say, the 14th or 15th fret, I get this weird second note, I think it's like an octave down from the note I'm playing. First, I want to make sure I need to tighten my truss rod to fix this, and second, how does that happen? I can't think of anything that would cause a second, lower note when I play above the 14th fret on my G string... For those that know about this type of thing, it has that weird in and out sound like beat frequencies.

What you're describing is physically impossible. Did you read Gary Willis's page in the stickies? If not, do so, then let us know how much relief is in the neck, and we'll start from there.

What you describe (the beat frequencies) can be caused by the pickups being too close to the strings. Try lowering your pickups.

The relief in the neck is about 2 business cards at the 12th fret on the G string, I have in fact read Gary Willis' setup page, and I just realized I forgot to include that I play a fretless. I don't have time to lower my pickups right now, but I will later and we'll see what happens.
