Open B string, buzzing. Why???Low Action??New strings??

I bought a tobias growler 5 used, love the tone. The only problem I am having is with the B string. I changed the strings with rotosound 040-125, and gave the bass to a luthier. The open b string buzzes.
Can a combination of new strings and very low action, make the open B string buzz?

Yes. BTW, "very low action" does not always imply that the bass was set-up properly in the first place.

An open string buzzing usually means that the nut was cut too low and/or the neck is too straight/backbowed.

I recently noticed my open A was buzzing. I played it open and pushed down on the string past the nut and the buzz stopped so i assumed i needed a string retainer for 3 strings instead of the 2 string one i have on it. Last night i restrung the bass and now that open a buzz is gone! Try rewinding your low B if its too high on the tuning post it might be part of the problem...maybe?

Yes, there's always that possibility. I assume you paid for the work so I'd take it back and say "hey, my B string is buzzing. What can we do about it?"

FTR, I've seen even the best techs get it wrong once in a while. I don't think its unreasonable to have him take another look.

Did you change gauges?
Changing your gauge to lighter or heavier can mess up your setup.

Try backing off the truss rod a little (like a 16th of a turn).

Yes. A competent tech should be able to identify the cause of the buzz. It could be something as simple as an overtightened truss rod, saddle set too low, etc. or something more complex like a high fret. Either way, its fixable. If there's any way you can observe the process, it will be to your benefit.
