When i got this bass from ebay i hadnt realized that the bridge was missing one of the Reverse allen wrench "tubes"(sorry dont know how else to describe it) on one side of the saddle on the E string.

So i cant really raise the action at all, i kinda want too.

Is it possible to find just the small piece i need, or even a bridge just like it?
I assume i would have to drill holes to get a new bridge because iv never seen the 2 in front 3 in back before.

Sounds like you're describing a height adjustment screw. Call or e-mail Peavey Service and ask for Steve. He will probably send one out.

You can probably find one at Home Depot or Lowes in the hardware section.
