If a basic setup doesn't work, you might have to get the frets leveled.

There are plenty of good sites and plenty of good information here on performing bass setups. It could be one of, or a combination of, neck relief wrong, string height too low, a neck that has a hump, high frets, low frets etc, etc. If you cant find the info, or dont want to do it yourself, take it to someone who can do a setup for you. Anytime I get a new bass, or a new/old bass, the first thing I do is a complete pro setup including fret levelling and fret shaping. It's worth the effort.
I've just bought a 1982 Ibanez Musician MC924 and it has a little fret wear, so I am doing a fret level and shape at this very moment.

You have to take the strings off, adjust the truss rod, re-string it, wait a bit for the tension to set on the neck and then re-evaluate it again.
Or just raise the string height... |

Or have a look online on how to do this as it sounds like you really don't know much about setting up your bass and don't sound like you want to learn, no disrespect intended.
A bass tech will be able to sort your bass out for you and you can spend less time fuming and enjoy playing
