Precision Neck Problem - Pics included

Hello people. Just got a deal on a MIM Fender P-Bass. I'm very happy with the bass, confortable neck, etc etc..

When the bass arrived to me, he had some up-bowing on the neck. The old user was a punk rock guy, so he had the strings a little bit high, today i've tried lowering the strings, but i noticed one strange thing... the A and D strings fret buzz more in the 13º to the 19º. (i now that when the neck is up-bowing the fret buzz is normal below the 12º)

But in the 20º the fret buzz is slighty normal again. (A and D strings) In the E and G the fret buzz is normal and starting on the 12º.

I can't find the proper key the tight the rod. Is this fret buzzing normal on that frets/strings?

May be a fret problem?

Help appreciated. Sorry for my bad english.

Since it's a new-to-you bass, I'd go find a luthier and pay him to do a proper setup. Usually $20-30 in U.S. currency here in the states, well my state anyway. That's all I have to add.

Read the setup stickies and give it a proper one. Start with the relief and then adjust the string hight.
