There is some good info in that article. I don't believe that all of it can be directly moved over to a bass neck.

Adjusting action on a shorter scale length neck will have a more pronounced effect towards the headstock end, as it relates to action. This is due to the shorter length of the lever, and the geometry of the affected angles.

The length of the neck is important to factor into the data. I would need to actually perform the same experiment as the other person did, but on a bass, to provide imperical data.

Also, in a general sense, guitar necks are stiffer than bass necks. Again, this has to do with the length of the neck.
