Putting fretted neck oh fretless bass

Hey guys just a quick question.I bought a fretted neck for my fretless jazz 4. I was wondering if other that the 4 screws used to hold the neck to the body there was any glue involved?

I cant seem to fit the tuner rings in the holes on the headstock what grit sandpaper should I use?
