a quick question

The tuner i have has a little digital readout with a needle when centered your in tune, it falls a little the flat led lights up, it goes too far the sharp led lights up.

Do i tune to where the needle goes when i first strike the note?
or where the note resonates?

ie when i strike the note it goes exactly to the middle then falls one click back and remains there until the note goes silent. If i tune it to where the sustained note stays in tune when i strike the note it goes up past halfway for a second.

I like to tune my bass so the sustained note is in tune. This means it will go a tiny bit sharp when I first pluck, but I'm okay with that.

I do the same as Mushroo. Plus, in the band that I play in, I got the keyboard player to play some notes into my tuner and her keyboard did the same: slightly sharp in the very first moment then settling to the proper value.
