Yes, you might have had a problem with the paint drying before it got to the bass. I've had that happen. It should turn out all right with a bit of work. If the next coat doesn't do it, you can sand and do another.
I'm just spraying some Krylon gloss white on a metal radiator cover. It sure dries fast. Couple more coats and it'll be done.
The wipe on poly is easy to work with. Just don't try to put it on too thick or go over and over the same spot. I like to use the shop towels from Kimberly-Clark. I get mine from Home Depot. They come in a roll and look like paper towels, but are not textured and very absorbent. Regular, non-textured kitchen type paper towels work too. Pour a small amount of the poly into a clean tuna can and seal up the container so it doesn't dry on you.
For safety sake, don't wad up a used towel and toss it in the garbage. Soak it in water first. Sometimes you can start a fire due to spontaneous combustion, as many woodworkers have unfortunately found out.
