| Your repairman isn't bullshitting you. As you've read elsewhere, all electric guitars/basses that have single-coil pickups will buzz a bit (or a lot!) when you have the tone control wide open and you're not touching the metalwork/strings. It's just a fact of life. You wanna hear a noisy bass? Come and listen to the Hi-Gain single coils on my Rick 4003. OW!
Adding shielding to the internal cavities of a bass will only help if some of the wiring between the pickups, the pots and jack socket has been done using unscreened wire or is in some other way inadequately shielded. Your repairman has looked inside your bass and seen that this isn't the case, so there's no point wasting time and money doing it. In fact, adding an extra layer of shielding to a bass that already has adequately screened components will actually INCREASE the noise.
In recommending the EMGs he is just suggesting a way out of your noise problem. The only way to totally kill pickup buzz is to install humbuckers, and that's what the EMGs are. They are also very good, high quality pickups! Installing them will remove the buzz entirely - but it will totally alter the sonic character of your bass.
In the end, the choice is yours. If you prefer the sound of single-coil pickups, you have to put up with the fact that they are sensitive to interference. If the interference drives you mad, get humbuckers.
