| Replace two frets or all?

My Warwick Thumb bass NT has some serious wear on the second and third frets, causing some buzzing. I've already had them dressed "as low as they can go" according to one Luthier in Boulder. SO.....anyone have experience with replacing just a couple of frets vs refretting the entire neck? Are there any drawbacks to that like making the neck buzz in other places? I'm unemployed at the moment, otherwise I would just have the whole neck done as the bass is a '97 and has seen some playing time. Also, any good luthiers in the Denver area?
