Rusted frets and strings

I just got my new Dean Playmate in the mail and was very disheartened to find that it looks old and used The strings and frets are rusted and the frets look worn; there are also dents and scratches all over it.

I got it from Zzounds, who have great customer service that I have dealt with in the past, and have told them about my concerns. Hopefully I can at least get some new strings out of it.

In any case, what can I do about rusty frets and strings? The rusted strings make playing feel like crap. I do have some old spare strings that I replaced from my electric, but I replaced them because they are dead. How would those be on my acoustic? (they are stock strings that come on an ESP B-50). Could I WD-40 them or would that screw them up permanently? And is there any way to fix rusty frets?

I'd just send it back. A new bass should not have fret problems like that. Crappy strings are to be expected, but rust? Unacceptable! You deserve better!
